Do window installation air conditioners have to have access to the outside? In other words, could I set one on a table and have it operate normally? I ask because I saw some “portable” air conditioners that do not need outside air, but are pretty expensive. I would like to get a cheap window one if it will work.

As mentioned, if it is a true air conditioner with refrigerant, it must be vented outside. Otherwise you will just be circulating air and dripping water on the floor. There are some portable air coolers that work inside; they generally cool with water, but can cause humidity problems if you are in an area with high humidity already

We live in a mobile home with slider windows, not windows that go up and down.
Do they make air conditioners that are meant for this style of windows? I hope so, as trailers can get beastly hot in the summer!
If so, where would I find this style in the US?
Yes sure they do! Any appliance store carries them, I see them all over the place. Just ask the salesman.

I live on the 2nd floor of an apartment complex. We are not allowed to put air conditioners in our windows for liability issues (easier for someone to break in). But it is getting SO hot here. I have looked for ones I can sit on the floor with no worries of water leak. I am finding prices well above $450. Is there a cheaper option? Fans are just not cutting it anymore. If possible can you show links. I am so new at this and not sure what is best on the market.
How can somebody break in on the second floor? I would want something in writing from the apartment management that you aren't allowed to use a window air conditioner. What is the difference between an open window to let in some cool air and having an AC in the window?

Room Air conditioners does not allow outside aur to enter through it. Suppose if a room is ideally sealed for optimum effect of Air Conditioner, then how will the room shall be fresh. Does Some of the outside air enters the room through the Air Conditinioning system.
A window air conditioner can take fresh air in.
But Split type there is no such provision.However it will only be a problem when you use it round the clock and the room is fully sealed.
The external air will somehow sneak in or you can keep the room/hall open for some time.

I want to buy a window air conditioner but I can not decide which one. What do you think about Kenmore? This is one of the Sears brands, but who is the manufacture of Kenmore air conditioners (Whirlpool, Panasonic, Electrolux, etc.)?
Kenmore is its own brand. Kenmore has a marketing contract with Sears, same as Craftsman.

Yes, but you can make some from plywood which will hold up better than the plastic ones they sell.
